49 CFR Parts 40 and 382 of the U.S. Department Of Transportation regulations mandate pre-employment, random and post-accident testing for certain industries such as trucking and heavy hauling. This means that drivers employed by companies governed under these regulations must be randomly selected for drug and alcohol testing. Often, employers will pool their drivers (whether 1 or 50) into a larger Consortium from which the monthly random draws can be obtained--at at the levels mandated by the DOT.
We have two different DOT random testing consortiums available.
The Northwest Employer Consortium (NEC) is designed for employers with more than 5 drivers. Your company is grouped with several others and the total number of drivers in the pool depends on the number of drivers from each company. The entire Consortium is what we draw from to achieve the required 50% selected for drug testing and 10% selected for breath alcohol testing. Employers pay for each test performed.
The Professional Independent Trucker's Association (PITA) is designed for companies with 5 or fewer drivers. Employers provide HealthWorks with a list of their drivers and pay a flat rate per driver for random tests for the year. With this program, all of the random drug and breath alcohol tests are covered with your annual payment. Employers pay for pre-employment, post-accident or reasonable suspicion tests.
But NEC and PITA are not just any Consortiums.
Unlike other occupational health programs, HealthWorks Northwest does not charge to manage the consortium on behalf of the members. And, member companies are provided with a Consortium binder where member can store test results, training certificates and other important information. Plus we provide you with step by step instructions on how to comply with and be ready for any audit conducted by regulating agencies. If your company is not a member of any consortium, or if you'd like to join the NEC or PITA consortiums, you can do so at any time.
After the calendar year is completed, we will generate the required DOT MIS report which you can request anytime after January.
